Murcia has always known how to look to the future without giving up its roots. On becoming Mayor in 2015, José Ballesta was clear that a modern city is not measured by its infrastructure, but by its ability to listen and remain close to every resident.

That was the purpose of Mi Murcia in 2017: a project designed to make an intelligent, accessible, open and innovative City Council a reality, and which enabled the creation of CEUS, the command centre from which we monitor the pulse of the city.

In 2024 we consolidated a public administration open 24 hours a day and accessible to every resident of Murcia. Today, Murcia is Spain's first 100% digital City Council, where every resident can access a council tailored to their needs, always ready to listen and respond.

Most importantly, we have built a Murcia where every neighbourhood and every outlying district feels that the future belongs to them too.

In Memoriam José Ballesta

Intelligent Community Forum · 2026 Murcia City Council

Murcia is not intelligent simply because of the sum of its projects.

It is intelligent because it built the ecosystem that generates them.

City-owned infrastructure, data, talent, innovation, engagement and inclusion working as a single system. Technology is the enabler: intelligence lies in the community's capacity to connect everything and keep evolving.

01 — The model

A city that generates intelligence

This is not a catalogue of technology: it is a cycle. Each turn leaves the city better prepared for the next, because the information Murcia generates comes back to Murcia in the form of decisions.

Sustain

A city that endures

Water, energy, waste and shade managed as a resilience strategy.

03 — Stories

How the system works, step by step

Four complete chains that cut across departments, technologies and stakeholders. They explain the model better than any list of investments.
